Business hours are 9am - 8pm your local time, Monday-Friday by default.
On the Campaign Settings page, you can also select specific days of the week you would prefer.

It is possible to send outside normal business hours, however, messages that need further processing may not get sent until normal business hours resume. You can find the setting on your User Profile Settings.

If you would like to adjust the business hours for all campaigns, you can change your local time zone to another. Keep in mind that it would affect all your campaigns.
